The Importance of Collaboration Between Civil Society Organizations and the Private Sector

The collaboration between Civil Society Organizations (CSOs) and progressive businesses and private sector associations is essential for developing inclusive, sustainable, and impactful public policies. By leveraging complementary expertise, resources, and networks, such partnerships can ensure that policies better reflect community needs and foster long-term societal benefits.
This topic was the focus of a session at Villa Fabris in Thiene, Italy, hosted by ALDA – the European Association for Local Democracy – with contributions from the Helvetas Regional Advocacy Network (RAN). Bernd Steimann and Valbona Karakaci from RAN presented insights from the RAN discussion paper “Shrinking Space in Southeastern Europe: A Challenge for Civil Society Organizations (CSOs) and the Private Sector”.
The discussion highlighted that the potential for fostering such collaborations lies in establishing horizontal dialogue between civil society and progressive business actors, facilitated by the public sector.
Why Collaboration Matters

1. Enhance Public Policy Making
Horizontal dialogue between CSOs and the private sector can significantly enrich the public policymaking process. Governments who do not only invite stakeholders from diverse sectors to participate, but also encourage them to exchange and coordinate with each other, benefit from a broader range of insights and experiences, and avoid potential conflicts early on. This can lead to more effective solutions that cater to the actual needs of society.
2. Mitigate Time Pressures
One common challenge identified in policy discussions is the pressure to expedite reforms. Rushed consultations often result in superficial engagement, leading to frustration and a lack of trust in the policymaking process. A slow and thoughtful approach, ensuring that all voices are genuinely heard, benefits both civil society and the private sector and builds a more resilient democratic foundation.
3. Identify Shared Interests
The collaboration between CSOs and progressive voices from the private sector can help to identify shared interests and objectives. Themes such as sustainable food sourcing in schools, local social and health care, and social housing programs show significant potential for joint advocacy. When stakeholders identify common grounds and solve potential tension fields early in the process, they can focus their efforts on the creation of impactful partnerships that address pressing community needs.
The Role of the Public Sector

To facilitate such a dynamic collaboration, the public sector must do more to create spaces for dialogue:
- Open Consultation Platforms
Public authorities should strive to develop open and inclusive consultation platforms where stakeholders can engage in meaningful discussions. It is vital for governments to provide a safe space where CSOs and the private sector can share their the genuine interests and concerns with each other before they enter the consultation process.
- Proactive Stakeholder Mapping
By mapping the interests and positions of stakeholders in advance, public entities can tailor consultations to be more constructive, allowing for fruitful conversations that lead to the development of actionable policies.
- Fostering Trust
Building trust between CSOs, the private sector, and the public sector is essential for ongoing collaboration. Transparent communication and a commitment to addressing participants’ feedback helps to establish a foundation of trust that benefits all parties involved.
